Mark Harris pushes bill to curb foreign influence in US Universities.

 In an effort to protect American education from foreign influence, Congressman Mark Harris (NC-08) introduced the “No Contracts for Foreign Adversaries Act” on Tuesday, a bill that would require universities and colleges to disclose contracts with countries considered adversaries of the United States. 

What is the proposal about?

The bill seeks to ensure greater transparency in the financing of universities that receive federal funds, requiring them to report any agreements with nations such as China, Russia, Iran, and North Korea. 

This initiative arises from concerns that foreign nations could influence the US education system through agreements with academic institutions.

Harris argues that since American taxpayers fund these institutions with billions of dollars, it is essential to guarantee transparency in their international relations.

The bill proposes that universities report any contracts or agreements with the mentioned countries to the Department of Education.

In cases of deliberate non-compliance, institutions could face fines or lose eligibility to participate in Title IV programs for two academic years.

The bill has the backing of other legislators, including Representative Burgess Owens (R-UT), chairman of the House Subcommittee on Higher Education and Workforce Development.
